(anton Authorities that their quote of Contribution to the Military Expenditure in Thensi and Kansuh must be raised from $40,000 to $70,000 per mensem; and after casting about for various means of raising additional funds, the provincial Government determined on re-establishing the likin form of taxation. The various Guilds representing the different branches of trade have been consulted, and agreement has been arrived at, in pursuance of which a tax of one-hundredth per cent (one Candareen per Tael) is to be collected from all dealings in merchandise of every description, with the exception of Rice, Oil, and Firewood, carried on at Canton. This is the same rate that was in force until the abolition of the likin system by Governor Isanych in 1867; and I am informed by several persons in various stations that no objection is raised against the re-imposition of this tax by either the traders or the people, as the impost is too light to affect small transactions, and the amount of its incidence in larger dealings is also not sufficient to excite opposition. The official Notification of the levy has not yet been issued, but it will.
